Is the rice cooked before or just soaked in water ?

    4 C rice,
    2 1/2 tsp Bhara spices (50 % allspice, 20 % black pepper, 10 % cinnamon, 5 % ginger, 5% nutmeg, 5 % cloves, 5 % cardamom)
    2 1/2 tsp paprika,
    3 tsp mint
    6 Tbsp olive oil
    2 tsp salt
    1 lb hamburger meat
Mix all above ingredients together in a bowl.
2 onions sliced into thick circles, 12 large garlic pieces sliced thinly into circles. Line a large pot with these.
3 medium cabbages – blanch in hot water, remove stem. Stuff them like burritos and cut off ends to make them tidy. Place in onion/garlic lined pan and lay each layer down with garlic pieces on top.
2 cups chicken broth and fill pan with water. Use a heavy plate to weigh down the stuffed cabbage. Use the juice of 7 lemons to cover the top of cabbages and boil for 1 hour in pan.

This was delicious. I made 2 batches one with meat, the other without. I like the meatless batch because it was softer. I think next time i will cook the ground beef first. I think mixing the rice with the raw meat makes the malfouf tougher. Thanks for the lovely recipe.
